QLD TMR Propose Reform Of Written-Off Vehicle Scheme

Transport and Main Roads (TMR) in Queensland has released a discussion paper proposing wholesale reform of its written-off vehicle scheme.

The paper – available here – argues the current scheme does not adequately prevent repair and re-registration of written-off vehicles due to gaps between the existing Queensland scheme and the schemes in other states.

It also suggests there is under reporting of written-off vehicles, that vehicle theft of older vehicles and heavy vehicles is not adequately managed, and that there is a lack of public awareness of the scheme.

The discussion paper canvases a series of options aimed at addressing these problems including:

  • Introducing a quality-of-repair process to supplement the Written off Vehicle Register (WOVR);
  • Including heavy vehicles as notifiable vehicles;
  • Removing the age limits for notifiable vehicles;
  • Mandating assessment for vehicles involved in serious accidents;
  • Including odometer readings in the WOVR;
  • Adding WOVR checks to the Queensland registration check app; and
  • Improving TMR web content and promoting Personal Property Security Register (PPSR) checks.

In previous consultation with TMR HVIA has supported the inclusion of heavy vehicles in the written-off vehicle scheme and has supported the introduction of a quality-of-repair process, but has argued that it is important that the rules for category N vehicles (commercial vehicles) take into account the different construction methods used for these vehicles in contrast to passenger vehicles.

Comments on the discussion paper are open until June 20, 2024. HVIA will provide a formal response to the discussion paper.
