The Federal Department of Infrastructure’s second report on regulatory activities under the Road Vehicle Standards Act reveals 10,046 applications were processed in Q4 2024, down 21.3 per cent on Q3 2024, with processing times for “decided applications” dropping from a median of nine to five days quarter-on-quarter.
Disappointingly, though, the report – which covers application assessment timeframes, recalls, compliance and enforcement matters, and stakeholder engagement and enquiries – divulges two applications exceeded the 30-day statutory processing time.
This compares with Q3 2024, which was the first quarter where all applications met the statutory processing time. Both Q1 and Q2 2024 had two applications exceeding the statutory timeframe.

All up, the report discloses 371,722 vehicles were added to the Register of Approved Vehicles (RAV) in the fourth quarter of 2024.
The report shows most application types dropped off with vehicle type approvals applications falling by 18 per cent to 940, and median processing times for “decided applications” decreasing from six to four days.

In contrast, component type approvals increased from 109 to 120 but processing times for “decided applications” decreased from 13 to eight days.
On compliance and enforcement matters, reports of non-compliance totalled 92 in Q4 compared with 256 in the period January-September 2024 while new investigation cases opened topped 11 in the latest quarter compared with 62 in the nine months to the end of September.

The report reveals there were 104 voluntary recalls published in the quarter compared with 184 in the nine months to the end of September.
Notably, the ROVER Level 1 Support team actioned a total of 17,009 enquiries (by telephone and email) in this quarter, while the Department attended 12 RVS stakeholder engagement events, the report states.
HVIA will continue to monitor the quarterly reports and inform members of any significant changes. Any members experiencing issues or delays with ROVER are encouraged to contact Greg Forbes to discuss (g.forbes@hvia.asn.au)
