
In November 2023, HVIA advised members of Queensland’s plan to abolish the Heavy Vehicle Registration Assessment Scheme (HVRAS) in Queensland, and sought feedback.
The Department of Transport and Main Roads (TMR) administers the scheme for the state of Queensland and has done so since its introduction in the 1970s.
The objective of the scheme was to accredit persons to inspect heavy vehicles and trailers to ensure they comply with dimensional limitations, load-sharing axle systems guidelines, safe tyre limits, and vehicle identifiers for registration purposes.
However, a 2023 review conducted by TMR found that information collected under the scheme is either no longer used or is already collected in other ways, and the scheme was no longer required. No negative feedback was received from HVIA members regarding the plan to end the scheme.
Earlier this year, TMR published information on its website that advised a HVRAS end date of June 30, 2026, but some questions about administrative matters remained.
HVIA’s Chief Technical Officer Adam Ritzinger discussed concerns with members and obtained the below answers from TMR staff. It is understood that TMR also plan to provide that information to all HVRAS accredited persons directly.

When/how were impacted accredited persons informed of the policy change?
HVRAS accredited persons were advised on February 9, 2026 by email or physical post (depending on their personal preference) that HVRAS would be removed from June 30, 2026.
After June 30, what information/documents are to be provided at point of registration?
From July 1, 2026, operators (individuals or organisations) or their representative will be responsible for completing the required pre-registration vehicle inspection.
Existing form information will be consolidated. This will enable for the continued collection of information:
> Required to ensure compliance with vehicle standards requirements; and
> Necessary for registration processing and charging purposes.
Are the forms available online?
From July 1, 2026 the form will be available on the Department of Transport and Main Roads’ website here.
Who can provide these documents? Any requirements/qualifications?
> The vehicle operator or their representative will be responsible for providing the documentation required for registration. It is important to note that providing false or misleading information in an application is a serious offence under the Act and may result in penalties up to $10,000.
> For newer vehicles, a service centre may also be able to obtain relevant vehicle registration information directly from the Register of Approved Vehicles (RAV).
> As per current processes the operator and their representative must provide evidence of identity (EOI) and authority to represent at the time of registration. Details of EOI requirements are available here.
What are the costs/fees?
There will be no additional costs associated with the closure of HVRAS. However, vehicle operators/owners will save on the cost of having to obtain a HVRAS inspection when registering their vehicle.
Will there be any inspection of the vehicles? Or is registration done without the vehicle present?
No additional inspections will be required at a service centre from July 1, 2026. However, situations that currently require a pre-registration vehicle inspection at service centres will remain unchanged. For example, cases where information on a safety certificate or certificate of inspection is inconsistent with the RAV, or where a pre-registration vehicle inspection at a service centre is mandatory, such as for the first registration of a special effects imported trailer.]
