
The National Heavy Vehicle Regulator (NHVR) is in the process of updating notices impacted by Heavy Vehicle National Law (HVNL) mass and dimension regulation changes.
The National Transport Commission’s HVNL reforms are set to be enacted in mid-2026, bringing much-needed productivity boosts to mass and length that will benefit the entire trucking and transport sector, and society generally.
HVIA understands the NHVR and road managers are turning to the task of updating the myriad of national and state-based heavy vehicle access notices that will be impacted by the reforms.
For example, some notices refer to Concessional Mass Limits (CML), which is set to become defunct. Some describe mass increases in other ways, which may become ambiguous once the law is updated.
The NHVR is currently amending such notices where the new law renders them non-operational (a total of 23 notices) to ensure they are ready at the time the new law commences.
The task of updating the remaining notices (approximately 62) is substantial and further complicated by the law’s requirement to obtain approval for changes that affect road managers. HVIA understands the NHVR will proceed with the relevant updates to these notices once the new law commences.
To that end, the NHVR has requested industry feedback on the notices that should be prioritised.
