HVIA Opposes Draft WA Roll Coupling Policy

HVIA has finalised its submission to the Main Roads Western Australia (MRWA) draft roll coupling policy, following several weeks of in-depth member consultations.

Overall, HVIA supports the intent of the policy, in that it aims to reduce the number of heavy vehicle rollovers in WA but does not support the policy in its current form.

“The reason why we have taken that position is that the safety benefits underpinning the policy haven’t been properly established,” Adam Ritzinger, HVIA’s Chief Technical Officer, says.

“Not having that essential step prevents the completion of a cost-benefit analysis, and any sort of regulatory impact assessment, both of which are absolutely necessary for a policy of this nature.

“HVIA members raised a wide range of additional concerns related to technical, economic, safety, productivity and feasibility matters, but will not consider supporting the policy until the those crucial missing aspects have been thoroughly addressed.”

HVIA staff look forward to discussing these matters with MRWA over the coming weeks, and also during the next round of in-person Member Forums, schedule for capital cities across Australia throughout late July.
