In June, the National Heavy Vehicle Regulator announced a comprehensive review of the load restraint guide for heavy vehicles. The window of opportunity for submitting a response is rapidly closing, with the consultation period ending COB Friday, September 12.
HVIA will submit a brief response on behalf of members, which will support the proposed review approach explained by the NHVR, and will also provide general comments on the discussion paper.
Our response will not cover the specific questions raised in the paper, as they relate to specific load scenarios and commodity types, and are better answered by those in the industry who use the guide in designing their products, specifying loading practices, or in their day-to-day operations.
To that end, HVIA encourages members having specific views on any of the below, to either submit a response directly to the NHVR, or contact Adam Ritzinger (a.ritzinger@hvia.asn.au) before Friday, September 12, to have their views included in HVIA’s response.
1. Are there any sections of the guide that you believe need further clarification or explanation?
2. Are there particular loading scenarios, vehicle types, or equipment that you think should be added or updated in the guide?
3. Do you believe the case studies reflect common real-world loading practices? Would you like to see additional case studies included?
4. Do the images and diagrams in the LRG help you understand and apply the guidance effectively?
5. Are there ways the guide could be made easier to use or apply in day-to-day operations, on the road or in training?
6. Would you or your business be interested in participating in industry-led testing or validation of restraint systems as part of this project? What would be your top-three testing priorities?
7. Are there any other matters or comments you wish to address?
