HVIA Responds To PBS Standards Review

This week, HVIA provided its response to the National Heavy Vehicle Regulator’s (NHVR) review of the high-speed and stability standards in the Australian PBS scheme.

A copy can be downloaded from the submissions page on HVIA’s website, or by clicking here.

The key changes proposed by the NHVR are to the Static Rollover Threshold (SRT), Rearward Amplification (RA) and High-Speed Transient Offtracking (HSTO) standards. The major points include a relaxation of the SRT threshold for vehicles fitted with advanced braking systems (i.e. vehicle stability control).

If you missed the NHVR’s discussion paper that outlined the proposed changes, it is available here.

HVIA’s technical advocacy included many discussions with individual members, and a special working group/member webinar held late last year. Through those activities, HVIA collated a wide range of technical feedback, and further questions posed by members, which were all included in HVIA’s response. The consultation was ably led by HVIA’s Chief Engineer, Rachel Michaud.

The thrust of HVIA’s submission is that the proposed changes are supported, pending further assurances that the stability control technology fitted is operational in all circumstances, and fit for purpose for the combination. Past that, a range of complex technical matters were raised and discussed.

As always, HVIA looks forward to working with regulators and discussing these crucial reforms throughout 2026.
