Time To Get Ready For NVES On July 1

With the release of ROVER 9.3, the New Vehicle Efficiency Standard (NVES)-specific data fields are live in the Register of Approved Vehicles (RAV) and members have six weeks to prepare before they become mandatory on July 1, 2025, and modify and test their information systems if necessary.

The Department of Infrastructure has released an updated Guide to the Register of Approved Vehicles and a video to demonstrate how to submit RAV entries and a RAV reconciliation report.

All HVIA members that load vehicles onto the RAV are encouraged to read the new guidelines, but most HVIA members will need to leave the new fields blank for NB2 and NC vehicles, for all trailers, for ‘Not Applicable’ vehicles, and for the first submission of second-stage manufacture vehicles.

However, any members loading NA or NB1 vehicles onto the RAV will need to complete these field to avoid failing the RAV validations. The four new data fields are: NVES Vehicle Type; COEmissions; Mass In Running Order (MIRO); and Rated Towing Capacity (RTC).

Data entries into these fields can be tested up to July 1, 2025 but data entered into these fields over that period will be deleted from that date so it is not included in the calculation of a regulated entity’s Interim Emissions Value (IEV).

The Department recommends VTA holders should not submit RAV entries between 4:00pm on June 30 and 12:15am on July 1.
