The Department of Infrastructure has released the third report on its performance in relation to the Road Vehicle Standards Act. This report provides statistics on the number of applications received and processed during the first quarter of 2025.
The report reflects a relatively steady level of performance from the Department with some relatively minor changes from the previous quarter.
It shows a modest increase in the number of vehicle added to the RAV, rising approximately 7.5 per cent to 399,431 vehicles, including 7,050 concessional RAV entries.
At 9,592, the total number of RVSA approval applications was slightly lower than the previous quarter (down 452 from 10,044) but is down 1,650 applications from the same quarter last year.
In relation to the applications most relevant to HVIA members, there were 1,119 Vehicle Type Approvals (VTAs), up 179 (19 per cent) from last quarter, with 90.5 per cent of these applications submitted only once (up from 85.5 per cent in the previous quarter).

The number of Component Type Approvals (CTAs) fell significantly, from 120 to 66. CTA applications also saw a rise in the number submitted only once (88.7 per cent, up from 84.5 per cent previously).
The increase in the number of applications submitted only once represents a pleasing reduction in the amount of rework required for these submissions.
Most other application types also had increases in the number of applications submitted just once, which is probably reflected in the slight decrease in the number of enquiries to the ROVER support team (down from 17,009 to 16,023).
Unfortunately, the average processing days for a VTA application increased from 10.2 days to 20 days and the average processing time for CTAs remained virtually the same (down to 14.8 from 15 days).
HVIA will continue to monitor the quarterly reports and inform members of any significant changes. Any members experiencing issues or delays with ROVER are encouraged to contact Greg Forbes to discuss on 0437 923 755 or g.forbes@hvia.asn.au.
