
The Federal Department of Infrastructure this week established the New Vehicle Efficiency Standard Regulator to oversee implementation of the New Vehicle Efficiency Standard (NVES).
The legislation to support the NVES will take effect from January 1, 2025 and reporting against the new requirements will commence on July 1, 2025.
Initially, the NVES reporting will only apply to light vehicles, and some changes to definitions and additional fields in the Register of Approved Vehicles (RAV) are needed to allow the required calculations of vehicle efficiency to be made.
The NVES Regulator has announced a three-phase testing program to support development of information systems to enable the uploading of relevant information to the RAV from July 1, 2025.
While the NVES will not initially apply to heavy vehicles, some proposed changes to RAV requirements may have an impact on heavy vehicle RAV data entry.
The discussion paper published by the Department several weeks ago flags a revised definition of power and a new motive power field that may also impact on the RAV data requirements.
Ideally, these changes will also coincide with the July 1, 2025 changes, but they may end up on a different timetable.
The Department has a page outlining information for regulated entities that provides more details on the NVES.
