New regulatory advice for Restricted Access Vehicles

The NHVR has released some new regulatory advice on Obligations for Restricted Access Vehicles.

This guidance material is relevant to most HVIA members and in particular members who deliver restricted access vehicles to customers or are the consignor or consignee of goods delivered using a restricted access vehicle.

RAVs include Class 1, 2 or 3 heavy vehicles operating under a notice or permit, and vehicles operating under Higher Mass Limits that can generally only access certain parts of the road network (unless the road is signposted otherwise).

This advice is targeted at heavy vehicle operators and other parties in the chain of responsibility and their executives.

The advice relates to any vehicle operating on a notice or permit and vehicles operating under the Higher Mass limits Scheme.

The notice spells out the legal obligations and legal consequences of the Chain of Responsibility provisions of the Heavy Vehicle National Law and discusses the management of the risks and hazards involved in using these vehicles.

The advice goes on to discuss the Master Code (nhvr.gov.au) and safety management systems.
