Fatigue Management: General Schedule Industry Workshop Paper

The workshop will be looking at the new base work and rest hours for drivers as part of the General Schedule (to replace the current Standard hours).

The workshop will canvas work and rest hours based on best practice and scientific evidence, which include provisions that were not outlined in the HVNL Consultation Regulatory Impact
Statement options, but which have been raised subsequently through consultation feedback.

The scientific expert review has been identified as essential through the HVNL review process to define the parameters and ensure the reforms proposed for the General Schedule establish
a direct connection with fatigue risk.

The workshop provides an opportunity to discuss both the safety and productivity implications of any changes to base work and rest hours. This includes:

  • The impact of fatigue provisions on drivers (e.g. driver health and wellbeing; driver earnings)
  • The impact of fatigue provisions on the wider heavy vehicle industry (transport costs; productivity)
  • Exploring whether/how some recommendations not feasible today could be transitioned over time.
